I saw on the UFC website that Mir is the interim champion. can anyone tell me why?

Should the Interim Championship fight at UFC 111 really be Frank Mir vs Shane Carwin?

I mean, what about Cain Velásquez, Nogueira, or Junior Dos Santos?
I would like to see a Velásquez/Nougueira fight. Or maybe Carwin/Nogueira.

UFC announces Mir vs. Carwin will be for interim title
The UFC officially announced Monday that Las Vegas fighter Frank Mir (13-4) will take on the undefeated Shane Carwin (11-0) for the UFC heavyweight interim title at UFC 111 on March 27.
